Ella Hoxha is a senior development professional with more than 20 years of experience managing large-scale donor-funded projects. Ella has served as the Chief of Party, Deputy Chief of Party, and Team Leader of systems strengthening, service delivery, decentralization, and public administration reform projects in Indonesia, Macedonia, Myanmar, Serbia, Uganda, and Vietnam.
She was recently was the Chief of Party of the U.S. Agency for International Development (USAID) Vietnam Urban Energy Security activity that focuses on supporting the cities of Ho Chi Min City and Danang to deploy advanced, distributed energy solutions to improve urban energy resilience and energy security.
Prior to the Vietnam position, Ella served as the Chief of Party of USAID Jalin, a maternal and newborn health project supporting the Government of Indonesia to improve maternal and newborn health outcomes. She managed a team of 75 staff in seven offices across six regions in Indonesia, focusing on innovation, investment mobilization, private sector engagement, and co-creation efforts to achieve an accelerated reduction in maternal and newborn deaths.
Ella empowers ownership in local governments while ensuring that the assistance she delivers is appropriately matched to the strategic direction of the counterpart. Her success has been built largely on her ability to coordinate across various projects, countries, donors, and government stakeholders, and to engage a wide range of stakeholders in discussions and joint actions promoting collaboration among senior USAID mission management, host-country line ministries, and governmental agencies, the private sector, and nongovernmental groups.
