Ingrida Skarinke is an international development project manager focused on public and private sector reform, governance, health, economic growth, and innovation. She has led complex programs in challenging political and operational environments, including Southern and Central Asia, Southern and East Africa, and the MENA region.

Ingrida is experienced in developing and managing large grant funds and technical assistance facilities and has particular expertise in integrating monitoring, evaluation, and learning, gender equality and social inclusion, political economy analyses, and adaptive programming into project design. Since joining DAI, she has led projects across the U.K. Foreign, Commonwealth & Development Office-funded portfolio, including the Deepening Democracy Programme in Kenya, the Consolidating Democracy in Pakistanproject, the Burma Enterprise Opportunity Facility – DaNa, the Access to Security and Justice Programme in Sierra Leone (ASJP), and the Western Region Coastal Foundation Project in Ghana. She is currently overseeing the implementation of Fleming Fund Grants in Indonesia, Pakistan, and Bangladesh.
